I have a very long (272 slides) course I have built and want to publish to video format. After a very long wait for the system to process, it puts up a message that the export has reached a two hour time limit. What is that? More importantly, why is that? Why would you limit this? Is there some way to change it?
Based on what you have said you have a quite long course (272 slides) do you have embedded videos within those slides as that could possibly cause the failure? What's the overall size of your .story file and the sizes of videos attached to it if there are?
Also, what version of Storyline 360 are you using as I have read some forum discussions that there was a bug similar to this before that have been fixed by prior updates.

You could publish individual scenes and combine in a video editor, two hours is a long video maybe better as a shorter video
