Whether questions are drawn from a question bank or not, the place to go would be the Question Layout (or Question with Media Layout) in the Slide Master. So you'd click View >Slide Master, then select the layout and make the desired changes. The screen shot below shows changes made to the Question Layout.
Or, to make changes to the Feedback layers, you'd use the Feedback master (View >Feedback Master).
