I've only done this after a learner completes a quiz and fails it. I've given them the option to re-take the quiz. I just add a "retake quiz" button with two actions--one trigger resets the results slide and the second moves to the slide before the quiz (a quiz instruction slide since I usually have the questions shuffled). Unfortunately this means the previous answres are lost--which has not been a problem for my clients (at least so far).
When revisiting a question in review mode the next/prev buttons do become visible there s no way to prevent this,unless you set the slide to reset to initial state
I use the question slides as a learnng method. Ask a question and present the anser (learning goal) in the correct and incorrect feedback. Very useful. Learner has to think when answering the question.
So when the learner answered the question and goes to the next slides-- > comes back --> able to see hies prev anser but also possible to re-answer.
I use custom made buttons. so no prev and next from the player.
Okay, got it now. And this is kinda "weird." In > Player Properties > Features, de-select "Volume" in the Controls group (as well as having Prev and Next NOT enabled on the question slides' navigation controls).

Do you want folks to be able to change the answer of a question before completing the quiz?
If yes, you may have to switch from submitting one question (the default for quizzes) at a time to submitting all at once. That might work. See this KB article: http://community.articulate.com/tutorials/products/submitting-answers-all-at-once.aspx

Hey, Phil! What if you are not using the default next/prev buttons?
I've done this in quizzes and then provided by own review buttons under certain conditions.
Even if you switch them off they come back in review

Even when to "turn them off" in the player, so no lines, no fill , no text made everything transparant?
You could try making the buttons transparent(not sure if you can)
Hmm, I was able to turn off the stock next and previous buttons when reviewing a quiz and now I can't remember what I did . . .
