I just ran a test of SL 360's Question bank draw. It looks like Articulate made inroads by tagging a drawn question and not drawing it again until the bank is exhausted.
Yes, it was something fixed before the release of Storyline 360 based on some of the feedback we had heard in Storyline 2. So the fix made sure that HTML5 output matched Flash/AMP behavior—i.e., draw a new set of questions for each retry.
