What type of screen recordings do you plan on inserting into your course? If you intend to use single video recordings (not step-by-step) you can definitely enable player controls for the video.
There's a couple of ways you can do this:
First, you can simply enable the seekbar for your slide, if you want the learner to be able to "scrub", pause and lay the slide content, including your screen recording. To do this, click on the cogwheel for the main slide in the "Slide Layers" panel while in Slide view. Alternatively, you can select the slide in Story View to access the "Slide Properties". Once in the properties, select "Custom for the selected slides" under "Player Features".
The second method can be done within Slide View. Select the video in your slide and click on the "Options" tab at the very top of the Storyline menu. In the "Video Options" section of the menu, enable the option to "Show Video Controls".
As for the length of the recordings, there really aren't any official limits, as far as I'm aware. However, keep in mind that longer recordings will contribute to the size of your file, as with any video.
If you'd only like the player controls to appear on those slides, you could adjust the individual slide properties and set them to custom to include the player controls if you wish.
