I recently had a similar problem. Is the video on the layer? If it is, move it to the base slide. The other issue may be that the video is too long for storyline to play it properly. You might find better results if you host the video on a video hosting site such as Wistia and then embed the video into the slide. Good luck!
No the video is on the normal timeline. It is a long video (45min) but when I preview the video on Stroyline I am able to seek,pause, and play the video. But once published them options are removed.
That stinks but thank you for your knowledge. the video plays all the way throught I just do not understand why it offers video controls if it doesn't even work.
Do you no longer see the video controls or they no longer work? Where are you testing your published output? You'll want to confirm you've uploaded and are testing in the intended environment as described here.

When I previewed your course, I was not able to access the video controls to even play your video. I had to set the video to the front of your slide, then it worked as expected.
When I went to publish, it looks like your file was set to publish to LMS, but you mentioned that you were publishing to your company's personal Articulate page - do you mean that you utilize Articulate Online or is that what you call your LMS?
My published version on Articulate Online seems to work as expected. Check out this link. Do you experience the same issue?

As for publishing to LMS, when I looked I did not have that set to there. It was set to publish to our Articulate Online page. Either way it is working as planned and I thank you greatly!

If you are using Storyline 2 make sure your system has these requirements https://www.articulate.com/support/storyline-2/system-requirements-for-articulate-storyline-2
If using Storyline 1 https://www.articulate.com/support/storyline/system-requirements-for-articulate-storyline
The other option is to load the video on a video host and embed it into storyline. 45 minutes is very long.
