Replaying a Layer - Question

In my training program I have a main page with three object that each trigger a new layer to appear when clicked. That layer has audio and objects that play for approximately 20 seconds. Currently, the user has no way to restart the layer--they cannot begin the layer over while the audio is playing nor can they replay the layer once the audio is finished. They can however click off the layer by visiting another of the layers, and then return to the first layer, but they cannot do it from the layer they are currently on. Is there a way to do this?

I have 13 layers on one slide.  All of the layers replay each time the hotspot is clicked.

10 layers work, but 3 layers will not replay the audio.  I have all settings exactly the same.

layer properties are:  Hide other slide layers; Hide slide layer when timeline finishes; reset to initial state

My hotspot properties on the base layer are to show the layer, and pause the base audio.  I also have the base slide at reset to initial state.

Can anyone help me get the last 3 layers to repeat the audio any time it is opened?

I built 13 layers on a base slide, using hotspots to open each layer.  

I have the base slide and each layer set to return to initial state on revisit.

The bullets and animations of the layers do restart on multiple visits, but the audio will not replay after the first visit on three of the layers.

Can you think of anything that may restart the audio file?
