Am I correct that the Resources button on the player is missing when viewing on your iPad?
I have uploaded the file on Articulate online. Viewing it on my compter there is a Resources button, viewing it on the iPad (4), using the Articulate app, it is missing.
Am I the only one experiencing this or is it a bug?

The Resources tab is not available in the Mobile Player, see here.
