Using Storyline, Can i restrict the learner from dragging the Progress bar? Progress bar should only indicate the progress of slide? In version 3 this feature is not available. may be in upcoming version(s) shall we able to restrict?
There is not a feature to restrict the scrubbing of the seekbar if it's enabled on a slide. You may want to look at disabling the seekbar on a particular slide if you don't want the users to be able to seek through it. Additionally there are some examples here about progress bars, which operate a bit differently than a seekbar, but may provide you the functionality you are looking for. We're also on update 4 of Storyline, and if you'd like to see what fixes were included they're detailed here in the release notes.

(I would like to use a seekbar that has a play/pause button, shows the user their progress on the slide, and has a replay function just as the normal one does, but does not allow scrubbing so that students can't skip the content of the slide.)
Alternatively: Anyone have tips on how to build a "slide progress bar" that would appear on the slide master and function the same on all slides? All slides have audio narration, and that's what I'd want the progress bar timed to. It would need to function like the seekbar (play, pause, restart buttons and a progress indicator) but without the scrubbing function. I've been looking around the Heroes discussions but am only finding course progress bars (which as cool as they are, are not exactly what I'm looking for right now).
Javascript is not a problem, if someone can point me to an example. :)
There isn't a way to change that behavior with the built in Storyline seekbar, so hopefully folks in the community who have done something custom are able to share that with you here!

In Storyline 2, you can now make the seekbar read only. It's in the player settings.
