Resume function

I have a few questions regarding resume for a shared course - 

1- my project is depended on keeping the data and status of  the items, using resume function. I understand it is usually taken care of by the flash cookie and/or suspand data. I wonder how it works in the offline format using the EXE file?

2- I need to do the following - create an output that will be hosted on the local network. every person who will use the application will get the state of the last time the application was used. Is this possible?
