It sounds like the Player's Resume option was inadvertently set to Never resume. Check that setting in the Other section of the Player, and adjust it to Always resume or Prompt to resume (if you want to give the learner the choice) as needed. Then republish the course, and reload it in the LMS.
If the course was published with the proper setting, there might be a LMS setting that's causing the problem.
(If the course isn't in an LMS, well, then this setting doesn't matter. Storyline courses put on the web don't track progress.)
