Return to previous menu producing odd results.

I have a menu tile which contains buttons to other scenes. When I click any of them it goes as intended, but when I return from any other scene tile to the menu only the button clicked shows. At one point I recreated all the buttons. It worked, once. I moved it to a new project. Same issue. Next time I went back and all the additional layers were missing the original layer images. That time, it seem like the background had duplicated itself, and I solved that by removing the background (which is on the master) and replacing it. I thought my issues were solved, but the buttons issue came back. When published to Review 360 , the project had no issues, everything worked as expected.  I opened an old file which ha been in use and published and it had developed the same issue.  I did an uninstall, reinstall. No better. I followed all the steps on the erratic behavior post, no difference.  I am at a loss. So it the program, and I don't know what to do. Yes I am working locally.
