Hi, Sue -- Thanks so much for the opportunity to test your file! What's odd is that when I published (without making any adjustments to the file itself) and uploaded to the SCORM Cloud, the course appears to be functioning correctly:

Here also is the link to my output as it appears on the SCORM Cloud if you are able to test there, as well. 

Might I ask if you can confirm that you are working locally on your project? As described here, "Working on a network drive or an external (USB) drive can cause erratic behavior due to latency, such as file corruption, an inability to save changes, and loss of resources."

You may also want to consider importing the file into a new file to see if you find improvement, as well.

Thanks for following up, Sue, and apologies for misunderstanding, but I am now experiencing the same behavior you have described. I think it might be best if our Support Engineers were able to take a closer look to help determine the source of this behavior.
