Screen Recording Issue

I recently did a screen recording and saved it as Step-by-Step slides (view mode steps). However, the video was only inserted to one single slide, and only the first 5 seconds shows even though it's actually several minutes long. 

When I click on "Action Fine Tuning," I can see the entire video  is there. It just didn't do what I expected it to do (i.e., parse out the steps to multiple slides). I've done screen recordings before and never run into this issue.

Any thoughts on what I did wrong here? I've attached an example below.
