Hello Peter, I am experiencing the same scenario. When I preview the project in Storyline my screencast plays just fine. When I publish the project the ScreenCast does not show. I have tested this in SCORM Cloud and also published it to my desktop and viewed the index file as well as uploading and testing in my LMS. In all tests the screencast failed to play.
Hi Matt! This thread is a bit dated and Peter does not make it back to the forums often. Since you are able to replicate your issue with SCORM Cloud, it would be great if our support team could take a look. Please share your .story file here.
Was Matthew's case resolved? I am having the same problem today. When I preview the slide or scene my screencast plays. When I preview the whole project or publish the project, the screencast doesn't move. It stays stagnant at the beginning of it. I don't have any triggers on the screencast. I've checked the layering of all my elements and don't see where the issue is.
I am using the original Articulate Storyline, now version 2.

Hi Michele! Looks like you may have responded via e-mail as there is a signature posted here with your response and if you were trying to share your file, it did not come through. Please pop into the forums and utilize the 'Add Attachment' option in your reply.
I am using the original Storyline, not Storyline 2. I am unable to attach my story because there is protected health information in it. My screencast displays a person's health insurance information and I have text boxes over the names and data to protect their PHI. There are about 25 different text boxes hiding the protected health information. I don't know if there are too many and that's why the video won't play. The weird thing is that it will play when I preview just that one slide. But when I preview the full project or publish the project and try to view, the screencast stays stagnant. There are no triggers or states on the screencast.
I recently received a new laptop at work since the motherboard died on the old one. They were able to copy over my C drive to the new laptop. One other thing I noticed is that when I open a story, it says it's open in another instance. Do I want to access it? I have to answer yes or it doesn't open. I get this message for all storyline files, even ones I haven't used in months. I don't know if this could have something to do with the weird way the screencast is working.
The solution listed didn't help me since I'm only in Storyline 1. However, I had a couple of triggers on 4 text boxes on my screencast that made the text boxes go to hidden state. I deleted those triggers and now the screencast is playing appropriately in Publish mode.

Hi Joe!
You'll need to get your published course hosted online or else local security restrictions will prevent it from playing properly.
Or you can test it in a temporary server like Tempshare.
Let us know if you still have trouble with playback.
Thanks, Joe

Hi Michele!
I popped in to check on Matthew's case and it seems that our team was unable to recreate the issue reported.
How are you publishing the content? Are you utilizing the latest update to Storyline 2, which is Update 8?
Do you have a .story file that you would like us to take a look at?

Hi Michele!
We've seen similar issue before and this solution was able to assist. Perhaps it is all related.
If this does not assist, perhaps you would be able to work privately with our support team here so that we could take a look.

Glad to hear it Michele. Thanks for popping back in with an update.
