I could see putting a scroll inside a scroll only just because you are attempting to put a data field (like excel spreadsheet) inside a long paragraph. But, to me, that's just seems like poor slide planning. I'd say that if you had a layer pop up on top of the slide you're using, by putting a button within your original scrolling panel, you shouldn't need to have multiple scrolling panels inside each other. It would be too confusing too, especially if I was trying to read something extremely big and then came across that second scrolling panel.
The reason that I want to put a scroll in a scroll is cause i am building simulation training and the software has scrolls in scrolls. So in reality why cause some silly at the silly company put them there. lol

Another scrolling panel is pretty much the only thing you can't put inside a scrolling panel. Feature request?
I would be fascinated to know WHY you would want or need to do this?!
