Scroll UP in SL3

Hi all

I am currently trying to make a system course, where we are replicating a new website.

On various occasions, users will select on a screen, where I am using a picture in a scroll panel due to its size, then a hotspot to move to next slide.

On the next slide, the screen will be half way down the scroll panel and users need to scroll up to the next hotspot.

Can anyone please give advice on how to start half way down the page on a scrollbar, but where users can then scroll up and down please???
