I have found that scrolling of text in layer is not working in firefox and chrome browser in html5 output after selecting check box of Prevent the user from clicking on the base layer of Slide Layer Properties. Do you have any solution how can I solve this problem.

Looks like I addressed a similar question here as well.
We do not support the HTML5 output in Firefox though and you can see our documentation here.
