I couldn't find any discussions on this. I've created a scrolling panel, containing text and images. It scrolls fine.
When published, the scrolling panel is starting at the bottom rather than than the top. Before publishing, I've ensured the panel is set up with the scroll position starting at the top - but no joy.
Well I managed to recreate the problem so thanks for sharing your file.
I noticed that the problem doesn't occur if you put the scroller on the base layer (rather than on its own layer). I know you shouldn't have to do this but I think you might have found a bug so you may need to put it on the base layer until the problem is fixed.
