I have a few scrolling panels in my course and when viewed in Chrome or Firefox, the panel is only as long as it needs to be to display the text box contained within it. However, in IE (still big with government agencies for whatever reason) and Edge the panel is way too long and continues to scroll well beyond the end of the text box within it. Look odd.
I've encountered the same thing. Unfortunately, I think it's related to how IE and Edge interpret HTML5. In other words, there's nothing you can do in Storyline to prevent it. (Well, except for dividing up your text so it doesn't need any scrolling. But if you're working for government agencies, that may be harder to do.)
BTW, IE has some other issues with HTML5. For example, it doesn't display the Wipe animation.
