Seekbar and Cue Points

I have searched the forums, and while there are similar questions - I think this is a bit different.
I have been asked to create a seekbar that can be "fast-forwarded" and "rewound" by Cue Points. Meaning, that they would like to skip from point to point on a seekbar as opposed to just scrubbing.
The reson fro this need is that I have been askeed to replicate a flash piece that had that functionality created, and they would like to see this happen in this tool.
Thoughts?

Although not possible to skip back and forth through cue points. You could create a slider and slip your content onto layers, as you slide back and forth it shows each layer
I was thinking about that as an option... Curious how it would work with an audio clip - any idea on that? Currently, the audio clip is one long clip. Does that continue playing as it goes from layer to layer?
Think you would need to split the audio on the layers, could probably add tooltips on the seekbar similar to youtube for key parts
How do you create a slider?
You need to fake it because there is no option to do this out of the box.
The best way to do this is to use a invisible shape and use a dragged over trigger to change the state of a shape to look like an object is moving when you drag
