There isn't a trigger to disable this, but the seekbar is one of the player elements that you can choose to show on a slide by slide basis by customizing the slide properties.
Do you mean turning on a seekbar that is unique to a layer and that layer's timeline? That would be the Allow Seeking property in the layer properties...

If a layer pauses the base timeline, it will have its own timeline, but I think that's the only way you can choose.

Ashley's suggestion did the trick. "Pause the timeline on the base layer". Never noticed that.
