I believe Storyline will only allow you to disable/enable the seekbar on a per slide basis by using the gear icon on the bottom right corner next to the base layer. You may have run into a possible feature request to send this idea over to Articulate.
Since the seekbar can't be removed on a per layer basis, moving the content from the layers to their own slides would be a possible way to meet your specifications but this will depend on design changes to your slide's current setup.
