Setting up a Slide Master from scratch.

I can't seem to find an answer to this one on any of the forums or in the tutorials, so I'll throw it out here.
I am setting up a custom slide layout for a template, but I'm not getting the results that I desire.
When I set up a new layout, I format the text the way I would like it to appear when I select this slide layout, but the text in the place holders are over-written when I actually use the slide layout.
It sort of defeats the point of using a slide master layout. So I hope that I'm using it incorrectly.

My goal is to create a set of layouts for a standardized set of courses so that I can just pull in the layout I need, and slap in the appropriate text into the layouts.

Would you be able to share the .story file so that we could take a look?
This story contains one slide. This one is formatted the way I would like the other one.
If you insert a slide, and select "Module Header" layout, you will see what I am talking about.

There are some known issues regarding text box formatting on Master slides not carrying over to content slides.

I read through the other links, and I had hoped that it was something that I was doing wrong.
I set the master slides and the layouts up to save time, but it looks like I still have to do a lot of the formatting every time that I use them. I had hoped to get a good working set of layouts so that it would be easier for multiple developers to create the same look and feel.
