You may want to reconsider using layers and go with a state change instead. I think you'd find it works a bit better with this kind of situation.
It seems like there may be some timeline issues as is. For instance, if you click any cloud during the animation, it will pop up the layer and cut the animation short.
Also, note that you have a "Selected State" for your cloud objects in addition to your layers. Therefore, sometimes you are clicking the cloud that changes the state and sometimes the hotspot that changes the layer. If you hit the hotspot, then a cloud object, you'll see two highlighted clouds.

Hi David, I agree with Matthew. You should get rid of the layers and the hotspots. You can do this all on the main screen by using states.
I have taken the liberty of reworking your file and have attached it. I did three of the bubbles.
I also noticed that your bubbles are imported images. Storyline has the very same bubbles (look under captions) that you can use for free.
They will work better for you than the imported images because you can insert the text directly into the caption.
