I seem to have the "demonic duo" of Win 8 and Office 2013... but my SL 3.15 won't successfully publish to Word. I've tried it on both my Win 8 machines. I'm wondering if it's just me or a known issue with SL 3 and Win8/Office 2013...
Try crtl+alt+del go into the task manager and "Applications" look for an icon titled "Convert File" double click and it will begin publishing. You will see "Rich Text Format (RTF)" click "OK" to continue, you will need to continue to click "OK" until the entire project is published.

I tried it on Office 2013 today (Win 70 published fine
what happens
All I get is a blue, spinning icon.
