Some of my states and triggers aren't working properly

I am attempting to create an agenda slide that you can click a shape to go to a different slide in the presentation; then return to that agenda slide to go to the next topic.  I would like for the topics that have been reviewed to change states from normal to visited and appear as visited throughout the presentation.

Also, I would like to set this up so you can't access the last topic until you have reviewed all of the previous topics.

I have tried everything I know how to do.  Help!
