State Problem

I'm having an issue with states. When the user clicks a button to visit a new slide, I also have an indicator "star" on this menu changing to "New State" with a checkbox. The jump to the next slide is working, but the state change is not. I've attached the section of the project with the menu and a blank slide that lets you go back and play with the menu.

The menu is in a scroll panel, which may be the problem. I've never tried this before with a menu in a scroll panel.

Since only certain items are required for the course, I do need the states to work. I could use variables for the user to advance, but the state indicators would be a much more elegant way to show what's required. Any help would be appreciated!
