I'm using D2L and storyline. When you publish your project you have to uncheck "Use Articulate Mobile Player for IOS or Android". Since you are under a protected area, the app can't communicate with D2L.
If you load your articulate package like this does it still allow you to send result information to a grade item in the gradebook? I've tried this way but the only way I can get results information is if I import the published project as a zip file and it recognises it as a scorm package.
The users would still be following the instruction for publishing to an LMS, but choosing to not mark the Articulate Mobile Player setting. This documentation may help explain better.

Is it because it is hosted on a LMS it won't launch in the app?

I know that some users have successfully done this, so I cannot say that for sure, it's just not something that we support.
