If publishing for LMS, are you finding the same behavior when you test your published output via the SCORM Cloud in various browsers? Or if for Web, can you share if you are finding the same via tempshare.articulate.com?
You will notice I use 2 attempts. Apart from the issue of what I've described in the main thread, I also didn't see the options get reset in html5 version.

And as listed above, while HTML5 is not supported in Firefox, I can report that I experienced an answer choice showing instead of "Select" for the dropdowns in Chrome for both iOS and in my Windows 8 PC. As such, I would like to recommend that you use this form to connect directly with our Support Engineers and share your file so that more in-depth testing and insights may be provided.

I am publishing to an LMS, but the end user is an iPad user from safari (WITHOUT the Articulate App- as per our company policy). Will drop-down questions not work on an iPad without the App?

It works.
IE 11 for PC; Safari, Chrome for iOS; Opera, Chrome for Android: The display is correct. Issue not presented.

Drag and drops should work in the HTML5 output in mobile Safari. You'll see that within our comparison chart here.
