Storyline Cannot Publish or Preview

I have about 20 modules to create in the next few weeks.  Our process is to publish the story, post it to Moodle for review.  I take those comments, make edits and repost.

EVERY SINGLE TIME I have to edit a file that has already been published I cannot republish or preview.

I end up creating a new project and importing the broken one and then it works.

This is painful because triggers often need to be recreated after importing the old project and the menu needs to be updated again.

I am running the latest update.  I have not had this problem until updating to Update 3 but I also wasn't using variables before Update 3.
