Thank you for checking back. If I check the box in the publish settings to
allow a user to resize the window (when launched in another window)...what
are the dimensions if they are not able to resize it? This feature is not
supported with HTML5 (why I was wondering what dimensions they would be
locked at):

The HTML5 output is not set up for responsive design, although you can set the browser and player settings to resize or lock at the optimal size within the player settings as described here. Also, there are some great new tutorials on how to optimize your courses for HTML5 output here.

So if it does not respond, what will the course size be locked at?

The course will be locked at whatever size you created it to be. To find out what your story size is currently set at, click the Design tab, then click Story Size Setup.
