When does the font change sizing? While you're editing it? I've seen that before, and it was connected to the DPI setting. Can you check your display settings to ensure your DPI is 96?
If it's only happening in one project, that would lead me to believe there may be some file corruption...
Some common guidelines to help prevent file corruption, although not limited to the below, include:
Work on your local drive (your C: drive).Working on a network drive or a USB drive can cause erratic behavior, includingfile corruption, loss of audio, and other unexpected behavior.
You should also make sure the directory pathto your project files and your published output is less than 260 characters(for example C:\Articulate).
Avoid using special characters, accents orsymbols in your file names.
I got everything correct as for file corruption (working locally, short path & no special characters - and I'm used to this behavior for a long time !).
I imported the Theme in another project and I still can't force font size in the layout but I can force it when applied to a slide.
There are other things that could lead to file corruption, as it's random but those are just the common ones that we know can often be an issue. Importing it into a new project sometimes helps. You mentioned it's only associated with this project/theme? You mentioned fixing this within the master slide, when you go to the actual slide and enter in text, is it 16.5 or 16? Are you able to recreate the behavior in a brand new file?
I tried on my own Storyline file in a regular slide and within the master slide, and didn't get the 16.5 font sizing.

The font size changes when I set it and click outside text. It just won't stay to 16, it'll be 16.5 !
I checked my DPI, it's OK.
Plus, it's just that particular project ! It won't do it on another one in the same context !
