I created a project in Articulate Storyline and click on the available to offline download checkbox. When I run the app in the ipad storyline articulate player with the wifi turned off. The "downloaded" content does not appear, I just have a blank black screen or the thumbnail is also black.
You'll initially need a WiFi connection to download the content, and then it'll stay within your Mobile player library for access while you are offline if that option is checked. For further information on how this set up works, I'd suggest reviewing this tutorial.
Yup I followed all the directions and clicked on the appropriate boxes. It seemed that I am able to download the file to my ipad but when I turn my wifi off, and try to run the project it doesnt work.

Ben, this works for me (original iPad, iOS 5.1). I can download the tutorial (very nice work by the way ), turn off my WiFi and relaunch it from the Player library.
I tested this on my iPad mini with iOS7 and it downloaded, and I was able to play it when I turned off my wifi. Great course design by the way! I love the option for either a video or just a narration.

Thanks. yea that might be the issue because I am testing it out on the new ipad air with ios 7. More than likely it is a software upgrade issue.

Ben, make sure that you relaunch the course from the player library, NOT the ioslaunch.html page in the Safari browser.
