The SCORM worked fine when we were running version 2.2 but after the upgrade it stopped. If anyone is having a similar problem, check out this case on the Moodle Tracker: http://tracker.moodle.org/browse/MDL-36000
Just a follow-up to that follow-up. The workaround suggested in the Moodle threads produces strange behavior elsewhere, so IT people had to remove it. Currently, I don't believe there is a solution to the problem. Moodle is working on a bug fix.
