I have recently made a small course in two languages. I produced the English version of the course first. I duplicated and branched the English version. So the learner could choose the language at the start. This has worked fine many times before.
However the subtitles only showed up in English when published or previewed. If I went into the individual slidesin SL they played with the correct subtitles.
I had to separate the two branches (making two separate courses) to get the video subtitles to work correctly.
