If they are creating something that will be used over in new files, they can create layouts on slides within Storyline, then save the files as .storytemplate file. Then when they share the file to others, you can save it to your C drive, and then when you open a new file, use the Import/Storytemplate option to add this to new files.
You could also start from a Powerpoint file. These can be imported into Storyline. See how to here.
