Tests inconsistently marking complete in ELM

Hi, we are trying to convert all of our training tests to Articulate Storyline 1. We uploaded a few to our LMS, ELM 9.2 to test and there is an issue where the test will not mark complete after passing for about 10% of users. In some instances after they take it for the 2nd or 5th time, it will finally mark complete. Works fine in SCORM cloud.
I have reviewed every forum and guide on here and have seen the issue a couple times, but the resolution is never posted. I think it could be an issue with ELM, but I just want to know if there is a best practice setting guide for ELM or if there is a known browser compatibility/connectivity issue.
It's a very odd issue that only has effected 10% and even that 10% has sometimes been able to get it to mark complete after multiple tries. Any help is appreciate but please skip the obvious stuff because 90% of the time, it works.

Hi Michael!
Not being able to replicate in SCORM Cloud always presents a challenge and leans towards an issue with the LMS as well.
I'd invite you to take a look at this troubleshooting article here.
I can only recall one similar claim with ELM and that was in this thread, and another user advised that tracking by Completed/Incomplete worked best.
We do have many ELM users in our forums though and hopefully someone will be able to pop in and assist as well.
Hi, changing to completed/incomplete did not solve it. Already tried that. I saw that thread, but was hoping a clear solution had been found since it was posted.
