I have a problem with a background picture (mafe with: right-click/format background) - this pic is covering my master layout (logo and heading) but the logo and heading should be in front of the background pic. Making a new Master-slide is not an option.
The format background option will NOT cover up anything on the Slide Master (the fat master) - but it does cover up items on the layouts of that master. This is not how it works in PPT, so you may want to submit a case or feature request since it does not seem to work as expected.

ok I found it after hour ...now I found it by my own :D
for everybody: there is a tick "hide background graphics" in right-click/format background. This Tick should not be on
