Havnig never used SCORM cloud before, I think it is operating as expefted.
In the notes you sent, i came across this:
Important!Always publish to a local drive on your computer. Publishing to a network drive or a USB drive can create problems with your published output. After you publish your course to a local folder, you can upload the output to your LMS to test it.
I have since republished to a local drive and the issue appears to be resoved.
Do you have any experience of this causing similar problems?
If this is the solution, brilliant, but I'd like to be a bit more confident that I have 'cured' the issue.

Hi Jodie,
It sounds unusual, as Storyline will report completion in two ways detailed here. I'd also recommend reviewing this article on troubleshooting common LMS reporting and tracking issues, specifically to test the course in SCORM Cloud to see if the same behavior occurs there.

Yes, publishing or working on a non-local drive is a common cause of issues with Storyline files and is further documented here.
