trigger issue?

I was playing around with drop correct/incorrect states on a project at work. I was having some issues, so I just started sketching out some rough trials at home (see attached). It's not working, but now I think it's no longer the drop states that are the problem.

The media that plays after Rectangle 11 is either Drop Correct or Incorrect is supposed to trigger the next layer. But when I preview this slide, only the "Correct" media seems to work; the other does not seem to do anything (layers do not progress when the media is complete). But my triggers look good; I have no idea why i'm getting this roadblock.

Any ideas/thoughts would be welcome. Thanks.
