I've been working with some fairly simple trigger states, so I'm a little confused as to why the preview and published version of the program is requiring the user click multiple times - not even double clicking, but three four or five times with the clicking - before the associated layer will display. There's no other triggers associated with the objects, and the layers only contain a shape and some text to provide a textbox.

Triggers are one of those tricky elements to diagnose without seeing it. I'd first want to check that you're testing the published output within the intended environment as you'll see described here, testing it locally could cause various elements or features of your course to fail.
