Trigger Wizard and Dialog Boxes Wont Appear

I have been having problems having the trigger wizard box and other dialog boxes, like layer properties, to appear. When I click the trigger icon it prompts the box, however, I can only see it when I hover over the articulate icon on my task bar. When I try and work it beeps with every click of the mouse until I hit escape (closing the dialog box that i cant see).

In the past I was able to fix the problem by restarting my computer but it is becoming more frequent and an inconvenience. 

Any ideas would be appreciated,
