Triggering Buttons

This sounds like it should be simple, but I'm really struggling with setting conditions on a button. In the course, there is a main navigation page where learners can click on images to navigate to different branches of the course. I want to have a button set to take them to a conclusion slide once they have viewed all the branches.
Right now, I have each image set to control a variable that becomes "True" when the image is clicked on. The "conclusion" button is set to take them to the conclusion slide when all the variables are "True." The problem is, the button doesn't work, even when all the branches are viewed!
Any advice?

Hard to tell without seeing the file.
Here is a sample file that does that. I think the Mixed Navigation, especially may be similar to what you want.
