here some tests with your file
- removes all trigger for result layer: drag problem not solved
- reduced drag from 12 -> 1: drag problem not solved
- reduced drop from 12 -> 1: drag problem not solved
- reduced drop from 12 -> 0: drag problem not solved
- removed trigger for layer instructions: drag problem not solved !!!

I have reduced the example to simple drag & drop

result on IPadOS 16.5.1 (c)

(1) rect to svg => OK
(2) svg to scg => dd broken
(3) open the svg in Illustrator, copy -> paste in storyline + resize (.emf) => dd OK
(4) emf -> ungroup (freeform) => dd broken (after resize sometimes possible to drag)
(5) svg with mouse right click "Replace Picture" png => dd OK

(same result with a drop rectangle instead of drop svg)

result on Windows -> OK

=> svg and emf (ungrouped) is not working on current iOS/iPadOS*

*on Safari, Chrome, Firefox - there is only ONE browser engine on iOS/iPadOS allowed

Wow, this is really great work Jürgen!  At least you found possible workarounds for this issue. Greatly appreciated!!

It looks like Storyline published output is having trouble with the SVG file format when it comes to drag and drop on mobile devices. I'll use either EMF or PNG formats.

emf and png are not really a workaround - the sensitive area for the drag element is the whole rectangle - not the visible shape, like in the SVG

it is a pity that emf (ungrouped) only works sometimes (never at start) - here the sensitive area is like svg
