Trouble with linking text to URL

Hello, 

I must be doing something really silly here, but you'll see in the attached slide that there is some text (this scenario and the definitions of table terms) that links to a URL.  The trouble is that the link only works if I hover over the very bottom of the text.  As I move my mouse up over the text, it no longer allows me to activate the link.  Am I missing something simple here?
