So sorry you're having trouble logging into the desktop app! I'm here to help.
Are you running the program as an administrator? To check, right-click the Articulate 360 logo on your desktop—select Properties in the dropdown. Choose the Compatibility tab. Lastly, check the box next to Run this program as an administrator.

Just closed it from the System tray (instead of just closing the popup) and now it works!
I signed out this morning and now unable to connect back via VPN. This is a constant issue.
This is a constant issue. We have checked with our IT and they say its all fine.
