So, while the "Change Video" button does appear and appears as though you can change video, or re-select your now-changed video, the bottom line is that no actual change results in the .story file, and I am now forced to scrap my work and start from Zero.
If the video is called the same name, it will look like it is changing but will not. I always append and y edited video with a letter (a, b, c etc) or a version number and this way it will change the video.

You can probably replace them in the published folder if the asset sizes are the same.
You can right click and replace images (again the size needs to be the same). and videos can be replaced by opening the and choosing change video.
Audio cannot be changed and needs to be deleted and reimported.

OK..think I found it...right-click on video in question, select edit from the resulting menu, and THERE is the "Change Video" button.

I find that tragically inadequate.

Good to know. So, in order for Storyline to actually write a change, one must append the name.
