Using a delay in the Next button/link/image from displaying until all content has been reviewed

I am creating a course that has multiple sections with multiple topics in each section.  For each section, I created a slide that has a clickable menu that takes them to different topics (multiple slides, branched scenarios, etc.).  What I want to happen is, once they view all the topics within that section, a Next button displays to advance them to the next section.

I don't want the Next button that  takes them to the next section to display until they have viewed all of the topics within the section.  I tried using states to hide the Next button until all topic buttons have been selected, but as soon as they click on the last topic button, the Next button displays.  I don't want the Next button to display until they return to the slide with the clickable menu.

I am stumped.  Does anyone have a suggestion on how to accomplish that.

Hi Michele

might be easier for folks to help if you can upload your story file so they can see your setup.

What I want to happen is, once they view all the topics within that section, a Next button displays to advance them to the next section.

From the comments above its not clear - are they moving to the next section by going back to the clickable menu each time or when they finish one section and click next they advance to next section without having to go back to menu?
