I've got a perpetual license for Articulate Storyline 2. I can't seem to find a place to download it -- only Articulate 3, but it isn't accepting my license key. I've attached what I see when I try to enter it (the button doesn't activate so I can submit the form).

Scroll down and you will find a download link for Storyline 2 on this page:

or the direct link to the download
https://download.articulate.com/storyline/2/storyline-2.exe
It is unlikely you will be able to get it working, it needs flash player installed to work which is no longer available.
